I do not put the cooking times in the pot because it will depend a lot on the pressure cooker model that you have In any case, it will be a few minutes. If you usually cook in a pot green beans or potatoes you can take those times as a reference.
And to turn the cooked vegetables into cream, I have used Thermomix but it is done just as well with a blender. Put everything in the glass, not only the pumpkin and the potato, but also the water.
